The region recorded a 33.33% increase in the number of internationally-ranked higher education institutions in the 2025 World University Rankings for Innovations, with 16 HEIs joining the list of the Global Top 400 Innovative Universities.

CHED Regional Office I, in partnership with PRC Regional Office I, successfully conducted the Online Orientation on the Application Process for the Licensure Examination for Professional Teachers (LEPT) via Zoom on July 3, 2025.
Mr. Jordan Garcia, Supervising Professional Regulations Officer, Licensure and Registration Division – Application Section of the PRC Regional Office I, served as the resource speaker and provided a comprehensive and engaging discussion on:

With over 400 participants from 28 Teacher Education Institutions (HEIs) across Region I, the session empowered future teachers with clear and accurate guidance on the LEPT application.

With the aim to reaffirm directions and reconfigure prirorities, the CHED Regional Office 1 employees convened for the conduct of the Mid-Year Strategic Planning for FY 2025-2026, at the CHED RO1 Conference Hall, on July 3-4, 2025.
The said activity sought to recalibrate the CHED RO1’s efforts in delivering quality higher education and support broader goals of innovation, inclusivity, and global competitiveness.
Furthermore, the planning was highly anchored in the flagship framework (ACHIEVE) of CHED Chairperson Dr. Shirley C. Agrupis which aims to upskill Philippine Higher Education through Advanced Lifelong Learning, Centralized Human Capital and Talent Development Plant, Harmonized Research and Development Agenda, Integrated Data System, Expanded Internationalization Strategies, Vitalized Internal Systems, and Effective and Efficient Public Service.
Dr. Christine Nabor-Ferrer, Director IV of CHED RO1 expressed her gratitude for the commitment and service of the personnel and discussed the ways forward for the Office during the Director’s Hour.
“Today, I want to talk about transformation—not just of our systems, policies, or programs, but of ourselves. Each of us has the power to shape the future of higher education in the Philippines. But to do that, we must first transform our mindsets, challenge our potentials, and embrace bold, action-driven leadership. Let’s ignite the fire within us and revolutionize the way we work, lead, and serve,” Dr. Ferrer underscored.
Dr. Danilo B. Bose, Chief Education Program Specialist of CHED RO1 assessed the conduct of activities stated in the 2nd Quarter Performance Commitment and Accomplishment Report; Dr. Angelica shared the status of COPCs, Program Permits, and Recognitions; while Dr. Ricky Cera discussed the Projects, Programs, and Activities (PPAs) of the Office.
During the activity, attendees also reviewed the budget utilization, status of scholarship, procurement updates, eCAV implementation, and various MIS concerns and initiatives.
On the 2nd day, the participants presented their SDG-integrated and ACHIEVE-aligned outputs to the CHED RO1 top management.

𝗛𝗔𝗣𝗣𝗘𝗡𝗜𝗡𝗚 𝗡𝗢𝗪 | Region I higher education institutions join the ceremonial signing of the Memorandum of Agreement with the Maxwell Leadership Foundation at the Audio-Visual Room, WCC Aeronautical and Technological College, on June 20, 2025.
Mr. John Griffin, Vice President for Global Programs of the Maxwell Leadership Foundation; Atty. Lily Freida Milla, Director of the CHED International Affairs Service; and Dr. Christine Nabor-Ferrer, Director IV of CHED RO I, grace the event.

Thirteen (13) higher education institutions (HEIs) in Region 1 secured placements in the prestigious Times Higher Education (THE) Impact Rankings 2025, with entries across all 17 Sustainable Development Goals (SDGs).
Mariano Marcos State University (MMSU) has consistently maintained its overall ranking within the 601–800 band since 2023. MMSU is the first state university in the region to be included in THE Impact Rankings in 2022, which started to enter the ranking within the 401-600 band.
Don Mariano Marcos Memorial State University (DMMMSU) also showed progress, improving its overall standing from the 1501+ bracket in 2024 to the 1001–1500 band in 2025.
SDG 17 – Partnerships for the Goals, a required SDG among the internationally-ranked HEIs in THE IR, emerged as the most represented goal, with 13 institutions ranked from the region.
The region also recorded 12 R1 HEIs listed in the rankings for SDG 3 – Good Health and Well-being and SDG 4 – Quality Education.
Meanwhile, four (4) HEIs in Region 1 earned spots under SDG 9 – Industry, Innovation, and Infrastructure, with only 26 HEIs nationwide qualified under this SDG.
Region 1 saw an addition of five (5) new HEIs in the 2025 cycle.
Overall, the region boasts ranked institutions in all 17 SDG categories.

The region recorded a 62.5% increase in the number of internationally ranked HEIs in the Times Higher Education Impact Ranking 2025, with 13 HEIs qualifying for the overall ranking, compared to last year’s data.

Per CHED Memorandum from the Executive Director No. 480, series of 2025, the Commission on Higher Education Regional Office 1 informs the public and concerned stakeholders regarding the full deployment of the Electronic Certification, Authentication, and Verification Services (Ecav) system.
All applications for issuance of CHED authentication, certification, and verification services must be submitted and processed through the eCAV web platform at https://ecav.ched.gov.ph.
